Some 'agents' target under-18 players with false promises, claiming that moving abroad, especially to Europe, is the only way to succeed. These scammers often persuade families to part with large sums of money for training programs or trials that never materialise.


Many children are enrolled in false academies or amateur programs with no real pathway to professional football, while families are left financially strained and emotionally disillusioned, with considerable issues around safeguarding of players fallen short. The promises made are often too good to be true, and the reality falls far short.


The emotional toll on young players can be severe, eroding their confidence and love for the game. Parents must remain vigilant and only engage with licensed, FIFA-approved agents to ensure their child's development is guided by integrity and genuine opportunity - protecting their future and that of their child’s dreams.

  • Verify agents’ credentials: Only work with accredited, FIFA-licensed agents. Check their profile, legality and general due diligence to understand their background and credentials. Ask for their long-term plans for supporting the player to ascertain ulterior motives.

  • Understand the rules: Recognise that international moves for minors are heavily restricted - even more so for non-EU countries such as Australia. If a scenario seems too easy or too good to be true, it probably is.

  • Seek professional advice: Always consult legal or sports industry experts when negotiating contracts or transfers to protect your interests.


Key FIFA Regulations on Youth Transfers


FIFA’s principal rule (Article 19 of the Regulations on the Status and Transfer of Players) explicitly restricts international transfers of players under 18.

  • Exceptions include:

In terms of age-specific rules:

  • Players aged 16 or 17 may transfer within the European Union or the European Economic Area freely.

  • Moves within the same country between federations are permitted (e.g. UK consisting of England, Wales, Scotland, Northern Ireland federations)

  • Cross-border transfers are permissible only if the player’s residence is within 50 km of the border and the club is similarly close, with the total distance not exceeding 100 km (not applicable for Australia)
